At the Partnership, he oversees efforts to provide data, insights and recommendations to the executive and legislative branches, create and deliver programs for federal leaders at all levels, strengthen and support the federal workforce, and build connections among the public, private and charitable sectors. Cody Nagle (she/her) is a staff attorney with Civil Survival’s Reentry Legal Aid Program. Born and raised in Seattle, she recently returned to the Pacific Northwest after nearly a decade on the East Coast. She holds a law degree from Syracuse University College of Law and is licensed to practice in Washington State and the District of Columbia.
Cody’s passion for reentry and legal reform stems from her personal experience overcoming barriers to employment and housing as a result of her criminal record. Cody struggled with substance use disorder from a very young age and spent most of her teens and early twenties cycling through treatment centers and jails across Western Washington. She successfully completed Pierce County’s drug court program in 2012. Since that time Cody has become acutely aware of the institutional and systemic barriers for people with criminal convictions. After struggling for years to find meaningful employment, she became dedicated to helping others reclaim their lives after incarceration or mental health and substance use disorders.

Sterling has also served as a principal investigator for research programs funded by the National Institutes of Health, Department of Defense, and Intelligence Advanced Research Projects Activity. His work has included creating new methods regarding synthetic biology, strategies for decoupling qubits for improving error correction in quantum computing, methods for using artificial intelligence to detect decentralized coordinated cyber-attacks, and network-based optimization algorithms to detect abnormalities in public equities markets.
He also worked with the institute’s executive council to develop their five- and ten-year research strategy. Sterling also served as the Deputy Chief Technology Officer and collaborated with the institute’s professional development department to create data science and cyber analytics training programs in partnership with George Mason University (GMU) and George Washington University. Additionally, he is an adjunct professor at GMU, sits on the Dean’s Advisory Board at GMU’s College of Engineering and Computing, along with sitting on Virginia Commonwealth University’s Center for Biological Data Science Advisory Board.

He currently leads Richard Chandler Consulting, LLC, where he advises private and public sector organizations on strategic transformation, acquisition reform, and operational excellence.
Most recently, Mr. Chandler served as the Deputy Under Secretary for Management at the Department of Veterans Affairs’ National Cemetery Administration (NCA). In this role, he oversaw acquisitions, facilities design and construction, information technology, and human resources, leading a team of 140 employees and managing over $300 million in annual acquisitions and large-scale construction projects. Under his leadership, NCA delivered seven new cemeteries and implemented Strategic Sourcing initiatives that significantly improved acquisition efficiency and reduced costs. His tenure was marked by NCA achieving the highest customer satisfaction scores in North America and among the highest employee satisfaction ratings in government. He is most proud of significantly increasing his office’s Best Places to Work and employee satisfaction scores during his tenure.

In her previous role as the commissioner of the Department of Human Resources Administration, she oversaw the administration of the commonwealth's employment application process, state payroll functions, personnel administration for all branches of government, official personnel records for state employees, the state Classification and Compensation system, the Executive Branch Performance Management Program, and state government's organizational structure. Throughout her career, she has served on numerous committees and is a member of the National Association for State Personnel Executives, CSG South-Staff Alliance for Intergovernmental Leadership, and Society for Human Resource Management.

Dr. Karlease Kelly served as the Chief Learning Officer for the U.S. Department of Agriculture from August 2010 to March 2021 and as Deputy Chief Human Capital Officer from 2011-2017. During this time, Dr. Kelly led USDA’s implementation of Federal training policies including mentoring, individual development planning, leadership development, details, new supervisor training, the President’s Management Council Rotation Program, the Senior Executive Service Candidate Development Program, and other programs to increase employee skills and development, satisfaction and effectiveness.

Paul Monteiro is the first Secretary of the Department of Service and Civic Innovation. Prior to this role, President Joseph Biden tapped Monteiro as the Director of the Department of Justice Community Relations Service and the United States Senate confirmed his nomination in April 2022.
From 2017 to 2022, Monteiro served as Chief of Staff to the President and Assistant Vice President of External Affairs at Howard University in Washington, D.C.

She currently serves as a Senior Principal Customer Experience Product Manager at Workday Government, where she helps public sector clients modernize HR systems, implement digital solutions, and design people-centered strategies that drive workforce success.
Previously, Kalaida was the Chief Human Capital Officer at AmeriCorps, leading a team of 40+ civilian and contract personnel and managing an $11.5 million budget to execute HR operations, advance employee experience and engagement, leadership development, and equitable workforce practices. She has also held leadership roles at the Department of the Army, Environmental Protection Agency, and Department of Veterans Affairs, and worked in the private sector with Deloitte, PricewaterhouseCoopers (now Guidehouse), and other firms on large-scale HR technology, strategic communications, and workforce planning initiatives.
